Why have you failed to report this and why is this not considered enough of an emergency situation so that action is taken to distribute water as is being undertaken today in Belfast?
If it's a crime to tip off three people on a stock before publishing the report to a million readers, why is it not a crime to publish a report to 20 institutional subscribers before publishing it to 20, 000 retail clients?
