I think it's because we're not used to hot weather. In Mediterranean countries, the heat is so stitched into their DNA that they just think, “I'll wear my normal June/July/August clothes,” which means light trousers, long-sleeved cotton shirts and loafers. While the English think, “Wow! It's hot. Let's wear something special/ludicrous to celebrate.”
