The re-write has focussed on two key areas - under what circumstances contracts can be handed out without competition and to what extent anti-competitive practices are allowed.
Service Corp. executives deny the allegation, but the truth is probably even more embarrassing: They had no way of knowing what the contracts would cost them, because in the heat of the acquisition binge they had allowed the contracts to pile up at the regional level.
The lawyers worked without pay, and as part of the settlement have now agreed to submit to arbitration rather than insist on a share of the money the states will receive, which is what the contracts they signed with many state governments would have given them.
