Health Minister Andy Burnham said the rise could be partly due to the fact that the Department of Health had been actively encouraging NHS organisations towelcome complaints in orderto learn from them and improve services.
Brother Francis Manning of the De La Salle Order spoke briefly towelcome the inquiry, saying he hoped it would be "a source of comfort and closure for all involved".
