We are setting a benchmark of funding that would mean those troops will start coming home because we're not seeing the Iraqi government step up to the plate and make the changes that need to be made.

But as they're now coming home, I want to take about half the money that we're saving after a decade of war and let's help put veterans and Americans back to work rebuilding America, doing some nation-building here at home.
