Place the edge of the chiffon layer under the presser foot of your sewing machine, making sure that the walking foot is engaged. Use your hand to turn the fabric under twice - slightly more than 1/8" first then slightly less than 1/4" to create a rolled effect. Lower the presser foot. Manually move the sewing machine needle down into the chiffon. If your machine has a "needle down" option, use this setting. It will make controlling the chiffon much easier.
