Quoting Kautilya, an ancient authority on statecraft , Mr Mukherjee promised not to “collect unripe fruits”. He still hopes to introduce a nationwide goods and services tax (GST) by April 2010. This would replace India's service tax, as well as the value-added taxes levied by the central and state governments. With luck, it will also replace the myriad other duties and surcharges that pluck the fruits of Indian commerce.
