Thishandbook has been prepared to further understanding among UNESCO staff and key stakeholders on what evaluation is, why it is important and who is responsible for what in the evaluation process.
However, as thishandbook demonstrates, with a basic understanding of human communication, some knowledge of effective approaches to awareness-raising, and a measure of simple planning, it is possible to affect positive, equitable and sustainable change.
