This paper briefly describes the basic concepts and system framework of IBSC theoretical system. It mainly describes the theoretical points of view of IBSC as “if it is indescribable, it can not be measured; if it is immeasurable, it can not be managed”, and the “balance” central theme of IBSC, as well as IBSC theoretical system of constructing enterprises strategic maps and balanced scorecards, building strategic central organizations, forming a closed-loop process management and making effective communications from “values and goals, customers and evaluations, process and standards, learning and growth” these four aspects. It sets out that IBSC is an effective tool that enables enterprises to successfully “describe, measure, and manage strategy”, the best choice of enterprises to make strategy into action.
