In 2005 Citizens Advice, a charity, lodged a “super-complaint” that officials were obliged to investigate within 90 days. Their findings started a process that culminated in a High Court ruling in late April—and, this month, announcements by the big banks that they would set aside billions of pounds to cover compensation payments to customers (see chart).
