In addition to imposing huge fines, technocrats have been resorting to unusual tactics, suchas buying vegetable stands in Beijing, eliminating roadtolls for trucks carrying farm produce, and flooding markets with strawberries discharged from state reserves.
Mr Grayling added that while such a scheme is contemplated, "road tolls should not be used as an excuse for building new roads, which cause damage to the environment and generate more traffic".
