What we've seen, as I've been pushing our agencies and administration to take a hard look at this, is exactly what Mark just said, that in any area there's a whole bunch of underbrush that can be cleared out and made much more efficient, while stillachieving the objectives of public health, welfare, environmental, and so forth.
