abstract:Stephen Frank Carter, known as Steve Carter (born 1943), is a businessman from Baton Rouge, Louisiana, who is a Republican member of the Louisiana House of Representatives from District 68 in East Baton Rouge Parish.
He hit his first major league homer in September 1974 off future Hall of Famer Steve Carlton as a 20-year-old rookie Carter homered 11 times against the ace lefty, his top victim.
