【Abstract】 By research on "Foundation Management Regulations","Public Welfare Donations Law" and foreign library foundation’s running,this paper believes that the establishment of "Rural Libraries Development Foundation" is necessary and feasible,which will play a boosting role in arousing the attention of the community of rural libraries,integration of social forces to speed up the rural libraries’ upgrade and improving public library business system.
