Russian billionaires Petr Aven and Mikhail Friedman are hoping their Alfa Group can get out of repayment pressure from Deutsche Bank, which provided multibillion-dollar loans to purchase shares in mobile operator VimpelCom.

For Poland, the bill also waives Eximbank's current statutory requirement that it obtain a "reasonable assurance of repayment" for its loans and authorizes the President personally to provide those assurances to the Bank.
