They argue that in the past several decades, a “Latino threat narrative” has come to dominate political and media discourse. In the 1980s, President Ronald Reagan began framing immigration as an issue of “national security,” they write. In the 1990s, the image of the immigrant-as-freeloader gained wide circulation. And in the 2000s, there was Lou Dobbs, railing against an “invasion of illegal aliens” that waged “war on the middle class.” “The majority of Americans are more ambivalent than hostile [to undocumented immigration],” says Massey, a professor at Princeton. But “the hostile part can be mobilized from time to time,” by what he calls “anti-immigrant entrepreneurs.”
