"There are many successful projects, and I think we can draw from the lessons that such projects are very beneficial to contributing to growth, but they have to be managed with the proper procurement and governance process and ensure that they fulfill the objectives that are intended, " Ms. Zeti said.
Even though none of the National Goals for Education has been met, the very process of achieving consensus around a set of objectives turned out have a profound impact on United States education.
