This is not to say that everybody in the Army as an individual was tainted and people in the Army are welcomed to come back and join - and have come back to join various other security forces once they are vetted and it's determined that they are not part of the previous regime's crimes.
Still, the data show a 2 percent overall increase in hate crimes over the previous year, and a rise in each individual category, with one exception: attacks based on ethnic bias or national origin.
