［英文摘要］ This paper is first part of "Potential Ambiguity Theory" (PA Theory) proposed by author in the study of Chinese terminolgical data bank. In this paper, the author emphasize that in Chinese scientific terms exist three different types of structures. PT-structure, SF-structure and LS-structure. If there is not one-to-one correspondence between PT-structure and SF-structure, then potential ambiguity will appeare.
