This paper studied the multi-criteria multi-constraint level linear programming theory and method systematically for oil field development programming, the various resource constraint levels such as total oil production, investment costs, workload and others may change, or even multiple situations, and established multi- criteria and multi-constraint level optimization methods and techniques of oil field development programming by using MC2 to oil field exploitation system programming.
