As Robert Leider, a fellow at the University of Pennsylvania School of Law points out in a Wall Street Journal opinion article, a federal law which generally prohibits the possession or acquisition of a firearm by a person who has been adjudicated as a mentaldefective or who has been committed to a mental institution is both under- and over-inclusive.
