For any vessel in anchorage needs to heave up anchor for sailing or for shifting, the Master should request for permission 30 minutes before from the Port Control Station of the area concerned.
任何船舶在锚地需要起锚开航或者移泊的，船长都必须提前30分钟征得该管辖区域内的海事局检查站的许可。
For vessel shifting from one area to another area, the Master should report to both of relevant area port Control Stations respectively.
对于船舶从一个地点移泊到另一个地点的，船长都应该相应的报告给两边相关海事局检查站。
