MarcMiller, director of the Illinois Department of Natural Resources, said his state had arranged for commercial fishermen to harvest 700 tons of Asian carp on the Illinois River in recent years.
"If you read the statute carefully, it literally creates an obligation for all law enforcement agencies to determine status of individuals, " said MarcMiller, a vice dean and law professor at the University of Arizona.
