Rachel Wyatt, of the MCS, said farmers must "look at land management practices, put up more fences to keep cattle out of rivers and change patterns of manurespreading".
Other culprits include the application of fertilizer in the fall, when the ground is bare, and the spreading of manure on the surface, instead of into the soil.
