But because the electoral rules are elegantly rigged to ensure that a majority vote does not mean majorityrepresentation, liberals will get a disproportionately small number of seats in the new Legco.
So too will the balance between proportionate representation in government (as advocated by the majority Shias) and equal representation for all ethnic groups (as pushed by the Sunnis and Kurds).
But because Conservatives fear that they would not win an outright majority in a proportional representation (PR) system, the Lib Dems could secure only a more modest prize: a referendum on keeping FPTP or adopting the alternative vote (AV).
