Putnam County District Attorney Adam Levy has recused himself from the investigation of Alexandru Hossu, but the local sheriff claims Levy is still involved.
But in addition to a flat per-gallon charge, a majority of states levy other taxes, including state, county or local sales taxes, plus various environmental and other charges.
The scope of the estimates is "way too narrow" and the tax-revenue figures "are infinitesimal compared to either the county or the state budget, " says Stephen Levy, director of the Center for Continuing Study of the California Economy in Palo Alto.
