Reviewing the typical literatures, the article discusses land expropriation compensation,and standar and allocation, researches the theoretical foundation of "land for security". Finally, based on practical investigation, the article proposes suggestions on setting up comprehensive social security system for land-loss peasants.
本文首先对有代表性的文献成果进行了再次梳理,并在此基础上,从对农地征用补偿内容、标准与分配使用等方面的认识入手,着重研讨和反思了"土地换保障"等思路的理论基础,最后结合实地调研情况,提出了构建复合型的失地农民社会保障制度的若干政策思路。
