The council's strategic director of children and young people's services, Joyce Thacker, has previously defended the decision, saying it was influenced by UKIP's immigration policy and that she had to "think of their longer-term needs".
The curator, Mary-Kay Lombino, has selected 39 artists and collectives some who gained notoriety in Polaroid's heyday (including Chuck Close, David Hockney, Robert Mapplethorpe, Joyce Neimanas, Lucas Samaras, Andy Warhol, William Wegman), as well as a good sample of young and less recognized figures (Anne Collier, Bryan Graf, Beatrice Pediconi, Grant Worth) who have continued to work with the process in the 21st century after they could have gone wholly digital.
