Dr Jacob Puliyel, a paediatrician in Delhi, wrote in the Indian JournalofMedicalEthics last year that "the polio eradication programme epitomises nearly everything that is wrong with donor-funded 'disease specific' vertical projects, at the cost of investments in community-oriented primary care".
