Finally, to deal with the issues above, this article draws lessons from the land requisition system in the United Kingdom and Japan based on the current public administration theory, governance theory and the theory of the execution and the legislature and combines with the actual demolition in Shanghai. It makes three recommendations: First, we should strengthen the execution and the legislature, make policies and regulations forward-looking, reasonable, and enhance the actual function of the norms and guidelines.
