In August, 2008, the formulation work of the Outline of Heilongjiang Provincial IPR Strategy was officially started.
2008年8月，黑龙江省正式启动了《黑龙江省知识产权战略纲要》制定工作。
The Outline specifies the long-term plan for IPR protection till 2020, and stipulates the key strategy, special tasks and strategic measures for the next 5 years.
《纲要》明确了到2020年的中国知识产权保护的中远期规划，规定了近5年的战略重点、专项任务和战略措施。
