abstract:The Inter-American Democratic Charter was adopted on 11 September 2001 by a special session of the General Assembly of the Organization of American States, held in Lima, Peru. It is an inter-American instrument with the central aim of strengthening and upholding democratic institutions in the nations of the Americas.
Had they done so and brought every country to discuss the meaning of the Inter-American democraticcharter, it would have been the ALBA countries that would have been isolated.
In the regional sphere, they further underscored the relevance of regional integration, highlighting the Organization of American States as the main hemispheric forum, as well as the importance of strengthening the Inter-American DemocraticCharter.
Adding salt to this ulcerating sore, OAS Secretary General Insulza just days later practically ripped up and tossed away the hemisphere's main pro-democracy instrument, the Inter-American DemocraticCharter, saying he doesn't believe it should be used to pressure OAS member states.
