The parish council also claimed the council's Homechoice housing register had "exaggerated" the local housing need, but the court ruled the data simply provided "an indication of local housing need" for the decision-makers.
"The Homechoice register - a register to apply for social housing vacancies and affordable housing in Cornwall - is fundamentally flawed, with 56% of those on the register already housed within adequate living conditions, " she said.
