Gays have been fighting to be included in national hate-crime laws for years, despite opposition from many conservatives: the bill failed to become law under the two previous administrations.
On October 8th the House of Representatives passed a bill, named after Shepard, that defines violence against people because of their sexual orientation as a hatecrime, which can carry a harsher punishment.
