  This paper describes the type,principle and method of implementation evaluation of general land use planning, and establishes a comprehensive criterion of benefit-performance evaluation by using GM (1,1) and Harmonization Degree model.

  以湖北省老河口市为研究对象,在阐述土地利用总体规划实施评价的类型、评价指标选取的原则、指标标准化方法的基础上,借助灰色模型GM(1,1)预测规划指标执行度,应用协调度函数评价规划实施效益,通过设置综合评价标准分析执行度与实施效益的深层次组合关系。
