There is no official definition; often the term will be attached to comets that become bright enough to be noticed by casual observers who are not actively looking for them, and become well known outside the astronomical community.

"A bright comet in the sky is great for me since the universe is giving me a new and captivating way to inspire people as part of the experiences I offer at the observatory, " he said.
That survey was requested by America's Congress nearly a decade ago, and was stimulated in part by the dramatic images of Comet Shoemaker-Levy, whose collision with Jupiter in 1994 generated a great deal of public awareness of the risk of asteroid impacts. (A couple of Hollywood films exploring doomsday scenarios also swayed opinion.) In 2005 Congress ordered the survey that is about to start.
