Aid, too, could be better directed: only 15% of it is earmarked for education and health, and countries where fewest children gotoprimaryschool have had the biggest aid cuts this decade.
He argued that existing legislation in this area focused on under-fives' participation in institutions such as nurseries or childcare centres, and that more needs to be done to encourage parents to give their children "a chance to get their foot on the bottom rung of education before they gotoprimaryschool".
