Sponsored by Representatives Tom Campbell (R-Calif.), Bob Barr (R-Ga.), David Bonior (D-Mich.) and others, the act would roll back provisions of 1996's Anti-Terrorism and Effective Death Penalty Act that allow the Immigration and Naturalization Service to arrest, detain and deport noncitizens on the basis of evidence that is not revealed to the suspects or their lawyers.
