Consumers in neighbouring Slovakia, for instance, are fivetimes less likely to buy a package holiday than are Czechs, a difference not entirely explained away by Slovakia's poorer economy.
The reason is that under the ACA, insurers may not charge the oldest enrollees more than three times as much as the youngest, but the average cost of covering the oldest enrollees is over fivetimes that of the youngest, so insurers would raise premiums for enrollees under age 65 to cover the difference.
