Yet Carleton's target of a first-year enrolment of 4, 800 students by 2000 is still in doubt, in part because higher feesand fewer government scholarships have cut the number of foreign students (as indeed they have across Canada, from 38, 000 to 32, 000 in four years).
Lord Sutherland was formerly the head of Universities Scotland and has called in the past for the reintroduction of tuition fees, with some of the money going towards scholarships to pay for students from poor backgrounds who cannot afford feesand living costs.
