Spokesman Terence Painter said they had been negotiating the freehold with the council to secure extrafinance but hoped to complete the project by 2014.
He says that providing extrafinance in the summer of 2001 was a mistake because it encouraged the then Argentine government to stick with policies that most economists had concluded were unsustainable.
