Peter Singer, an adviser to U.S. President Barack Obama's campaign team and author of "Wired forWar, " described one encounter with a frustrated non-commissioned officer.
Singer is a senior fellow in foreign policy at the Brookings Institution whose book, "Wired forWar: The Robotics Revolution and Conflict in the 21st Century, " projected a vision of the future of war that developers were seeking.
