Another main road, north-west to Uganda, which should be one of Africa's great arteries, is pitted with craters often twofeetdeep, reducing traffic to little better than walking pace for stretches of 15km or so.
The two wells -- one is 855 feetdeep, the other is 1, 242 feetdeep -- are recharged by mountain springs, which get their water from snowmelt off nearby mountains.
