Thirty states and the District of Columbia prohibit novicedrivers and teenagers from using cell phones while driving, but no state has imposed such a ban on all drivers, Teigen said.
Some 38 states ban text messaging for all drivers, while 31 prohibit all cell phone use by "novice drivers, " according to the Governor's Highway Safety Association.
In the past 10 years the NTSB has increasingly sought to limit the use of portable electronic devices -- recommending bans for novicedrivers, school bus drivers and commercial truckers.
