Chinese journalists were not allowed into the Kennedy Space Center for the May 16th space-shuttle launch as the result of a little-noticed provision in the federal budgetapproved by Congress in April.
In fact, the sequester formula preserves and codifies the spending priorities already previously approved by theCongress and Mr. Obama (as embedded in theBudget Control Act of 2011).
