Abstract: Modern scientific development concept of ‘Vocational Education to All’ comes down in one continuous line with vocational education principles of the civilian population proposed by Huang Yanpei based on ‘people thinking’. Huang Yanpei claims that the foundation of vocational education should be ‘totally set up on social needs’, which has important reference for today's vocational education to convert from ‘supply driven’ to ‘demand-driven’. Huang Yanpei's attention on ‘action ability’ provides valuable experience for the current establishment of ‘competence-based’ vocational educational system.
