abstract:Slopping out is the emptying of buckets of human waste when the cells are unlocked in prisons in the morning. Inmates without a toilet in the cell have to use a bucket or chamber pot while locked in during the night.
He condemned the detention of immigrants in prison as "scandalous", said sloppingout was a "disgusting" practice and aired the "greatest possible reservations" about private prisons.
He stressed that it was accepted that sloppingout had to be replaced in a modern prison system but the prison service was seeking to resolve the issue.
Pauline McNeill (Labour) asked how the first minister will respond to the legal judgement on sanitation in Scotland's prisons and whether he will assure that programme will be put forward to end sloppingout.
