It requires the information ticker to be active (found in lockscreensettings) so news bites and such are displayed on the screen you encounter when waking the device.
That this app or operating system or even a forked version of Android, has permission to control key parts of the phone: from its WiFi connection to the lockscreen, to its system settings.
And the other tweaks are nice, including a far more comprehensive Settings section, a functional lockscreen and, finally, the ability to adjust the size of applications that you've snapped to either side of your screen.
