The idea of a PublicValueTest is to make a judgment about the value of the service, balanced against the rest of the market and any potential harm to competitors.
Whenever the BBC management proposes to launch a new service or make significant changes to an existing service the BBC Trust will consider the proposal and decide whether to launch a PublicValueTest (PVT).
