Mervyn King, the governor of the Bank of England, raised a few eyebrows in the City when he criticised banks that make profits from “unsuspecting customers, particularly institutional customers” and said that banks which are “too important to fail” are tempted by excessive risk and bonuses because they know the state will bail them out.
